I'm fairly mechanically inclined something that may be "easy" for me may completely befuddle you because you don't have the same experiences so just watch a few videos.

In the carb bowl, there is a float with a rubber pointed valve (needle) which shuts the fuel when proper level is reached. If a carb is leaking when engine is not running, then both, the petcock and the carb valve are leaking. The petcock is a rubber diaphragm and they sell kits to 'rebuild' them
I recently got a 98 250 Ninja that has been sitting for two years and a hose is missing from the T that goes between the tops of the two carbs. I dont know what this hose is for or if it needs to be hooked up to something, they look like they might be a vent for if the float valve stays open but I would inmagine that 92059C needs to get hooked
Hold the float gently up to simulate a full float bowl and connect the gas line to the carb. Remember the gas is only going to push up the floats gently, by pushing too hard you will get it to shutoff even if it is worn out. If it leaks, it may just be the float needle is damaged.
